McCloughan joins the chamber following a successful 15-year stint at the Lamar County Chamber of Commerce in Paris, Texas where she served as CEO overseeing the chamber, the Paris Visitors & Convention Council and the Love Civic Center. McCloughan was also instrumental in implementing budgets and business retention efforts for the Paris Economic Development Corporation. Among McCloughan’s accomplishments while in Paris, she led the chamber to achieve and maintain a 90 percent membership retention rate and implemented a successful ‘shop local’ program that increased local sales tax receipts by 29 percent. McCloughan has an extensive background in community development and nonprofit organizational management which she has put to use creating successful non-dues fundraising opportunities and value-added programming for membership to help stimulate the local economy.

The board has been working diligently on its strategic plan to keep the chamber viable for its investors and local business. Mindy is the right person to lead the chamber into the future and bring prosperity to businesses and the community.”
“My passion is community development and Loveland already presents itself as a great place to live, work and raise a family, so I consider it an honor to be blessed enough to do what I love as a profession in a community that has so much to offer,” said McCloughan. “I’m looking forward to using my 15 years of experience in chamber management, community and economic development and tourism to stimulate the economic engine that is already in place within the Loveland community.”
